Testing occurred after repairs were underway, so that conclusions were, well, inconclusive.

It’s better to test before repairs so you have the benchmarks for before and after. Once dust has been stirred up, accurate readings can be impossible. Readings are useful to demonstrate the before and after, and are also useful if legalities are involved.
